Oshkosh Defense Receives $407 Million for JLTV to Marine Corps Lithuania and Slovenia

In February 2020, the U.S. Department of Defense said the American Defense Company Oshkosh Defense LLC was awarded a $407,335,834 modification (P00291) to contract W56HZV-15-C-0095 to procure Joint Light Tactical Vehicles (JLTV) and associated kits. For this contract, Oshkosh Defense will deliver JLTVs to U.S. Army, Marine Corps, and Foreign Military Sales (FMS) customers, Lithuania and Slovenia. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Jan. 31, 2022. The U.S. Army approved the JLTV for full-rate production in June 2019 and the vehicle achieved initial operational capability (IOC) with the U.S. Marine Corps (USMC) next month.

In October 2018, Slovenia has signed an Intergovernmental Letter of Offer and Acceptance (LOA) with the U.S. Government for the purchase of 38 Oshkosh JLTVs. The value of the contract for the purchase of 38 JLTV vehicles was around 15.7 million euros. In Slovenian service, the vehicles will be called LKOV 4×4 (lahkih kolesnih oklepnih vozil, light wheeled armored vehicles). Eighteen of the new JLTVs will be delivered to the special operations forces with the remaining 20 units to the medium battalion battle group for the provision of national defense and fulfillment of NATO’s goals of capability for the Slovenian Armed Forces. The vehicles with integrated remote control systems are expected to be delivered to the Slovenian Army from 2021 to 2023.

In August 2019, the sale of 500 Joint Light Tactical Vehicles, worth an estimated $170.8 million, to Lithuania, was approved by the U.S. State Department under the U.S. Foreign Military Sale (FMS) program. In November, the Lithuanian Defence Materiel Agency under the Ministry of National Defence and the U.S. Department of Defence signed the LOA concerning the procurement of 200 JLTVs for the Lithuanian Armed Forces. Lithuania is initially planning to procure 200 JLTVs but may decide to purchase more for the needs of its Armed Forces. The first vehicles are planned to be delivered to Lithuania in late 2021.

The Oshkosh joint light tactical vehicle (JLTV) was developed by American Company Oshkosh Defence for the US Army and Marine Corps, to replace the aging fleet of High-Mobility Multipurpose Wheeled Vehicles (HMMWV/Humvee). The JLTV family now consists of three base vehicle platforms, Utility (JLTV-UTL), Close Combat Weapons Carrier (JLTV-CCWC) and General Purpose (JLTV-GP). The Utility base vehicle platform is a two-door configuration, the General Purpose and Close Combat Weapons Carrier base vehicle platforms are a four-door configuration. Standard U.S. military M-designators are applied base vehicle platforms when outfitted to a specific Mission Package Configuration.
