The US Department of State has approved a potential Foreign Military Sale (FMS) to the Government of Qatar for up to four Boeing KC-46A Pegasus aerial refueling aircraft and associated equipment, in a deal estimated at $4.50 billion. The requested package comprises eight Pratt & Whitney PW4062 turbofan engines (four installed and four spares), ten AN/ALR-69A radar warning receivers, fifteen Guardian Laser Transmitter Assemblies for Large Aircraft Infrared Countermeasure (LAIRCM) systems, and eight LAIRCM system processor replacements. Non-major defense equipment, electronic warfare database support, cryptographic modules, precision navigation systems, spare parts, and comprehensive logistics and training support services are also included. Principal contractors for the program include The Boeing Corporation, Pratt & Whitney Military Engines, RTX Corporation, and Northrop Grumman Corporation, with any potential offset agreements to be determined during upcoming bilateral negotiations.
Derived from the commercial Boeing 767 airframe, the KC-46A Pegasus integrates a 767-200ER fuselage with the wing, landing gear, cargo door, and floor of the 767-300F, alongside 767-400ER flap systems and a modern glass cockpit featuring four large LCD displays based on the 787 Dreamliner architecture. Powered by two underwing-mounted PW4062 engines, the aircraft incorporates a dual-redundant Maneuvering Characteristics Augmentation System (MCAS) and manual flight controls, providing unrestricted envelope maneuverability to evade threats. Survivability is further augmented by integrated infrared countermeasures and electronic warfare suites. Designed for multi-role capability, the tanker can carry up to 212,299 lb (96,297 kg) of fuel, transport up to 65,000 lb (29,000 kg) of cargo across 18 pallets, accommodate up to 114 passengers in contingency operations, or be configured for aeromedical evacuation supporting up to 54 patients.
Aerial refueling operations are conducted via a tail-mounted fly-by-wire boom, supplemented by wing-mounted drogue pods and a centerline hose-and-drogue system, enabling dual-method refueling capability within a single mission profile. Rather than utilizing a traditional tail-sitter operator station with direct visual sightlines, the KC-46A features two flight-deck-adjacent Aerial Refueling Operator Stations (AROS) equipped with the Remote Vision System (RVS). The RVS utilizes multispectral cameras, stereoscopic glasses, and 2D/3D displays to facilitate refueling in low-visibility or total blackout environments, with ongoing engineering efforts focused on integrating the RVS 2.0 upgrade featuring high-definition full-color displays to enhance operator depth perception. Visual director lights mounted beneath the forward fuselage provide real-time alignment cues to receiver aircraft to maintain proper positioning within the boom envelope.
If finalized, the acquisition will expand the international footprint of the KC-46A, which entered service with the US Air Force in January 2019 and is currently operated or on order by international operators including Japan and Israel. Defense officials noted that the sale will enhance Qatar’s operational capabilities and interoperability with US and allied forces while supporting strategic regional stability in the Middle East. The US Defense Security Cooperation Agency confirmed that the transfer will not alter the basic military balance in the region, cause adverse impacts on US force readiness, or require the permanent assignment of additional US government or contractor representatives to Qatar.
