The US Department of State has approved a potential Foreign Military Sale (FMS) to the Kingdom of Saudi Arabia covering Advanced Precision Kill Weapon Systems (APKWS-II) laser-guidance kit and an extensive suite of related defense equipment, carrying an estimated total valuation of $1.96 billion. According to notification documentation released by the US Defense Security Cooperation Agency (DSCA), the prospective procurement encompasses up to 10,000 APKWS-II air-to-air guidance sections alongside up to 10,000 APKWS-II air-to-ground guidance sections. Beyond the core guidance hardware, the broad package features LAU-131 A/A launchers, Mk-152 high-explosive warheads, standard MK66 rocket motors, proximity fuzes, WTU-1/B practice warheads, and inert propulsion units for operational training. The foreign military deal is rounded out by comprehensive test support equipment, launch and employment assets, spare parts, technical manuals, and long-term logistics. To facilitate seamless integration into the Royal Saudi Air Force, the program mandates the extended in-country deployment of 15 US government officials and 15 defense contractor personnel to manage program reviews, offer specialized technical guidance, and conduct field maintenance operations.

This strategic acquisition is designed to bolster Saudi Arabia’s capacity to deter prevailing and emerging airborne and ground-based regional threats, substantially enhancing its homeland defense infrastructure and operational self-defense capabilities without altering the baseline military balance in the Middle East. Notably, the acquisition of specialized air-to-air guidance sections signals a tactical focus on countering asymmetric aerial threats, most notably Class 2 unmanned aerial systems (UAS) and low-flying threats. The integration of proximity fuzes allows the APKWS to detonate in close proximity to moving aerial targets, providing a high-volume, highly accurate, and economically viable counter-UAS (C-UAS) capability compared to expensive high-end surface-to-air or air-to-air missiles. BAE Systems, headquartered in Nashua, New Hampshire, has been designated as the principal contractor responsible for delivering the system architecture, with potential offset agreements subject to future negotiations directly between the vendor and the Saudi defense ministry.

Originally fielded as a cost-effective bridge between unguided Hydra 70 rockets and heavy, high-cost precision-guided munitions (PGMs) like the AGM-114 Hellfire, the APKWS-II converts legacy 2.75-inch (70 mm) unguided rockets into laser-guided precision weaponry via its integrated WGU-59/B mid-body guidance unit. Developed by BAE Systems in collaboration with industry partners Northrop Grumman and General Dynamics, the system utilizes Distributed Aperture Semi-Active Laser Seeker (DASALS) technology. Rather than placing a vulnerable laser optics package in the missile nose, DASALS embeds specialized optics into the leading edges of four forward-deploying control canards that pop out one-half second after motor ignition. This internal configuration allows the system to reuse standard warheads, fuzes, and rocket motors while reducing overall procurement costs to roughly one-third that of legacy anti-armor missiles, dramatically lowering per-engagement costs and enabling ground crews to rapidly load ordnance with minimal turnaround times.

From a operational standpoint, the WGU-59/B guidance kit adds just 18.5 inches (47 cm) in length and 9 pounds (4.1 kg) in weight to standard rocket configurations, achieving top flight speeds of Mach 2.9 (1,000 m/s) with a pinpoint Circular Error Probable (CEP) under 0.5 meters. Operating at effective ranges of 1.1 to 5 km from rotary-wing platforms and up to 11 km when launched from high-speed fixed-wing aircraft, the weapon delivers surgical force against lightly armored vehicles and fast-inshore attack craft while minimizing collateral damage in urban environments. Advanced software trajectory algorithms allow the missile to fly optimized glide paths, entering targets at steeper angles of attack and extending its engagement envelope by up to 30%. By standardizing this dual-role air-to-air and air-to-ground capability across its fleet, the Kingdom of Saudi Arabia will significantly increase its inventory of low-cost precision strikes while maintaining high operational interoperability with US and allied NATO forces in the Gulf region.
