US State Department Approves Sale of Joint Light Tactical Vehicle (JLTV) to North Macedonia

The US State Department has made a determination approving a possible Foreign Military Sale to the Government of North Macedonia of Joint Light Tactical Vehicles and related elements of logistics and program support for an estimated cost of $111 million. The Government of North Macedonia has requested to buy an additional eighteen (18) M1278A1/A2 Joint Light Tactical Vehicle (JLTV) Heavy Gun Carriers (HGC); and seven (7) M1280A1/A2 Joint Light Tactical Vehicle (JLTV) General Purpose (GP) that will be added to a previously implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales (FMS) case, valued at $78.54 million ($23.16 million in MDE), included a total of seventy-one (71) JLTVs, consisting of forty-eight (48) M1278A1/A2 JLTVs HGC; seventeen (17) M1280A1/A2 JLTVs GP; and six (6) M1281A1/A2 JLTVs Close Combat Weapons Carrier (CCWC). This notification is for a combined total of sixty-six (66) M1278A1/A2 JLTV HGC; twenty-four (24) M1280A1/A2 JLTV GP; and six (6) M1281A1/A2 JLTV CCWC.

Also included are Common Remotely Operated Weapon Stations (CROWS); CROWS spare parts; CROWS Basic Issue Items (BII) – Boresight Kit Components; CROWS packaging and handling; CROWS installation and training; M2A1 machine guns with support equipment; MK19 Mod III with support equipment; M240B machine guns with support equipment; MK93 weapon mount; Driver’s Visor Enhancer (DVE); Maintenance Tool Set Toughbook Laptops; high frequency radios; communications equipment; Defense Advanced Global Positioning System Receivers (DAGR) with Selective Availability Anti-Spoofing Modules (SAASM) and support equipment; JLTV kits; Vehicle Integration kits; LCD 4.0; spare and repair parts; Supplemental Common Tool Kit (SCTK); Special Tools and Test Equipment (STTE); Objective Gunner Protection Kit (OGPK); Javelin Integration Bracket Kit; and other related elements of logistics and program support. The principal contractors will be Oshkosh Defense, Oshkosh, WI; AM General, Auburn Hills, MI; Leonardo DRS, West Plains, MO, and L3Harris, Melbourne, FL.

The Joint Light Tactical Vehicle (JLTV) is a United States military (specifically U.S. Army, U.S. Marine Corps) and United States Special Operations Command program to partially replace the Humvee fleet with a family of more survivable vehicles having a greater payload. JLTV is transportable by sea, rail, and air. The JLTV is transportable on all classes of ocean-going transport ships with minimal disassembly. It was required to be rail-transportable on U.S. and NATO country railways. Air transportability will be by fixed-wing aircraft as large or larger than the C-130 Hercules and sling-loadable with rotary-wing aircraft such as the CH-47/MH-47 and CH-53. The JLTV program incorporates lessons learned from the earlier Future Tactical Truck Systems program and other associated efforts. JLTV follows the U.S. Army’s Long Term Armor Strategy with kits for two levels of armor protection. Oshkosh’s L-ATV was selected as the winner of the JLTV program in August 2015 and awarded an initial production contract for up to 16,901 JLTVs. The U.S. Army approved the JLTV for full–rate production in June 2019.

The M1280A1/A2 JLTV General Purpose (GP) is designed for never-before-achieved speed, power and protected mobility outside the wire. From its patented TAK-4iTM intelligent independent suspension system to scalable levels of protection and complete plug and play C4ISR capability. The M1278A1/A2 JLTV Heavy Guns Carrier (HGC) can pack a lethal punch. This vehicle is designed for crew-served and remote weapon systems. With a protected gun mount, it is the principal light vehicle for over-watch and direct fire support of infantry maneuvers, convoy escort and security missions. Advanced non-kinetic weapon systems (e.g., lasers) can also be integrated to defend against swarming UAV threats. The M1281A1/A2 JLTV Close Combat Weapons Carrier (CCWC) is designed for never-before-achieved speed, power and protected mobility outside the wire.
