The Indonesia Ministry of Defense of recently signed an Offset Agreement for the procurement of AASM (Armement Air-Sol Modulaire, Modular Air-to-Ground Armament) HAMMER (Highly Agile Modular Munition Extended Range) Smart Weapons with Safran Electronic & Defense. The signing ceremony took place at the Directorate General of Defense Potential, Ministry of Defense, under the leadership of Major General Mohammad Fadjar, MPICT, Director General of Defense Potential, Ministry of Defense. Representing Safran Electronic & Defense was Mr. Andrea Bianchini, Managing Director for Offset & Industrial Cooperation. The event was attended by senior officials, including the Deputy Director General of Defense Potential, Ministry of Defense, the Director of Technology and Defense Industry, Directorate General of Defense Potential, and the Head of the IDKLO Sub-Directorate of the Directorate of Education and Training of the Ministry of Defense. Also present were representatives from the Central Ammunition Depot (Pusalpalhan Baranahan) of the Ministry of Defense and the Safran Electronic & Defense team from France.

This milestone achievement stems from the provisions of Law No. 16 of 2012 concerning the Defense Industry, which mandates the inclusion of offset arrangements in every procurement of defense equipment from foreign sources. Defense offsets are a crucial component of the government’s efforts to promote self-reliance in the defense industry and enhance the skillset of defense personnel. The offset mechanism is expected to empower the Indonesian defense industry by acquiring essential defense technologies required for the development of large-caliber ammunition and the advancement of defense personnel education. This strategic approach aligns with the government’s long-term vision of achieving self-sufficiency in the defense industry and bolstering the capabilities of its defense workforce.

The AASM HAMMER is a French precision-guided munition developed by Safran Electronics & Defense. The weapon comprises a frontal guidance kit and a rear-mounted range extension kit matched to a dumb bomb. The AASM HAMMER is modular because it can integrate different types of guidance units and different types of bombs. The basic version features a 250-kilogram (550 lb) bomb plus hybrid inertial navigation system (INS) / Global Positioning System (GPS) guidance. Other variants add infrared homing or laser guidance to increase accuracy; there are also versions with 125-kilogram (276 lb), 500-kilogram (1,100 lb) or 1,000-kilogram (2,200 lb) bomb bodies. It entered service in 2007 with the French Air Force and Naval Aviation, equipping the Dassault Rafale and Mirage 2000. On 10 February 2022, Dassault stated that Indonesia had officially signed an order for 42 Rafale F4, consisting of 30 single-seat and 12 double-seat.
