Lockheed Martin Corp. Rotary and Mission Systems, Liverpool, New York, is awarded a $46,415,206 contract for the digital expanded ultra-high frequency multiple input multiple output optimized radar. This contract provides for the development of advanced radar technology solutions applicable to both next generation platforms and current generation platforms (such as the E-2D). To support a rapid pace of development, the contractor will leverage, build-upon, and/or integrate available technologies from other programs including the Office of Naval Research (ONR). This effort centers on maturing high value radar technologies to a state enabling transfer to one or more programs of record for integration onto naval airborne platforms. Work will be performed in Liverpool, New York, and is expected to be completed in September 2027. The total cumulative value, including a 48-month base period and three 28-month option periods that, when exercised, will run concurrently with the base period, is $46,415,206.

This contract was competitively procured under N00014-23-S-B001 entitled “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology.” Since proposals are received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown. ONR, Arlington, Virginia, is the contracting activity (N00014-23-C-1037). Norfolk Dredging Co., Chesapeake, Virginia, is awarded a $9,810,396 firm-fixed-price contract for dredging. Work will be performed at Degaussing Station Range; and the waterfront area of Naval Station Norfolk, Norfolk, Virginia, and will be completed by July 2024. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $9,810,396 will be obligated at time of award, and will expire at the end of the current fiscal year. Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-23-C-0037).

The AN/APY-9 radar is an integral part of the Advanced Hawkeye program for the United States Navy’s Surveillance and Theatre Air and Missile Defense (TAMD) missions. The APY-9 provides the enhanced airborne command and control and expanded surveillance for the U.S. Navy’s E-2D aircraft. The radar is an all-weather, airborne early warning radar designed to detect small, highly maneuverable targets in the dense littoral and overland environments. The APY-9 features both mechanical and electronic scanning modes, providing the warfighter with full range 360° situational awareness and the ability to augment with electronic scanning to dedicate extra resources to challenging targets or 90° sectors, in any direction. The APY-9 Radar detects both air and sea surface targets simultaneously. The APY-9’s unique STAP architecture suppresses clutter, jamming, and other sources of electromagnetic interference, focusing on the target. The APY-9 operates at UHF which is ideal for long range detection of stressing targets. High Power Solid-State transmitter electronics increases reliability and sensitivity. Advanced Processing enables flexible beam management and enhanced target processing.
