US State Department Approves Sale of 30 mm Ammunition Rounds to Taiwan

The U.S. State Department has made a determination approving a possible Foreign Military Sale to the Taipei Economic and Cultural Representative Office in the United States of 30 mm Ammunition and related equipment for an estimated cost of $332.2 million. The Taipei Economic and Cultural Representative Office in the United States (TECRO) has requested to buy various unclassified 30 mm ammunition, including 30 mm High Explosive Incendiary-Tracer rounds, 30 mm multi-purpose rounds, and 30 mm training rounds; engineering technical services, including configuration control, production support, ammunition testing, and Load, Assemble, and Pack services; other technical services, including sourcing and acquisition assistance, Navy civilian personnel costs, contract support services, support on technical data requests, responses to Requests for Information, up to two (2) Program Management Reviews per year and other related elements of logistic and program support.

The Taipei Economic and Cultural Representative Office (TECRO), also known as Taipei Economic and Cultural Office (TECO), Taipei Representative Office (TRO) or Taipei Mission, is an alternative diplomatic institution serving as a de facto embassy or a consulate of the Republic of China (ROC, commonly referred to as Taiwan) to exercise the foreign affairs and consular services in specific countries which have established formal diplomatic relations with the People’s Republic of China (PRC, commonly referred to as China). As the PRC denies the legitimacy of the ROC as a sovereign state and claims the ROC-controlled territories as an integral part of its China. An exclusive mandate namely One-China policy, mandates any country that wishes to establish a diplomatic relationship with the PRC must first sever any formal relationship with the ROC.

The proposed sale will contribute to the sustainment of the recipient’s CM34 Armored Vehicles, enhancing its ability to meet current and future threats. This ammunition will contribute to the recipient’s goal of maintaining its military capability while further enhancing interoperability with the U.S. The principal contractor for the AB44 ammunition will be Alliant Techsystems Operations LLC, Plymouth, MN. The principal contractor for the AB51 and AA90 ammunition will be General Dynamics Ordnance and Tactical Systems – Simuni, Marion, IL. This proposed sale serves U.S. national, and security interests by supporting the recipient’s continuing efforts to modernize its armed forces and to maintain a credible defensive capability. The proposed sale will help improve the security of the recipient and assist in maintaining political stability, military balance, and economic progress in the region.

The CM-32 Yunpao (Clouded Leopard), officially Taiwan Infantry Fighting Vehicle (TIFV), is an eight-wheeled armoured vehicle currently being produced for the Taiwanese Army. It is based on the 6×6 CM-31 designed by Timoney Technology Limited of Ireland and is further developed by the Ordnance Readiness Development Center. The armor of the CM-32 provides protection of 7.62 mm AP rounds, while the frontal arc withstands 12.7 mm AP rounds. NBC protection and fire suppression systems are also standard. The V-shaped hull provides protection from landmines and can withstand 12 kg of TNT under any wheel. In its basic APC form the CM-32 is armed with a 40 mm automatic grenade launcher and a 7.62 mm co-axial machinegun, both mounted in a remote weapons station. The vehicle has a length of 6.35m, width of 2.7m and a height of 2.2m. The combat weight of the vehicle is 22t.
