The Republic of Singapore Navy (RSN) has commenced the operational integration of the Blue Spear surface-to-surface missile (SSM) onto its Formidable-class multi-role stealth frigates, marking a pivotal milestone in the fleet’s comprehensive mid-life upgrade (MLU) program. This highly capable new weapon system is systematically replacing the legacy American-made RGM-84C Harpoon anti-ship missile, providing the RSN with a significant leap in precision-strike capabilities and tactical versatility. Singapore initially disclosed its plans to equip the Formidable-class frigates with the Blue Spear system during an interview prior to the IMDEX 2023 defense exhibition, where the then-Commander of the RSN’s First Flotilla, Colonel Ng Kok Yeng Daniel, outlined the upcoming modification timeline. The comprehensive MLU initiative extends far beyond the main surface combat armament to encompass extensive modifications to the frigates’ core combat management systems, communications suites, and engineering infrastructure. Developed as highly modified derivatives of the French Navy’s La Fayette-class design, the six all-steel Formidable-class vessels feature significant radar cross-section reduction measures, including sharply inclined hulls, enclosed sensor masts, and the concealment of organic deck equipment behind low-observable curtains, making them highly effective platforms for these advanced strike systems.

Marketed and managed by Proteus Advanced Systems—a 50/50 joint venture established in 2020 between Israel Aerospace Industries (IAI) and Singapore’s ST Engineering—the Blue Spear missile traces its technological lineage directly to the combat-proven Gabriel family of anti-ship weapons. The missile is manufactured locally within a specialized production facility in Singapore, tailored specifically to meet both demanding maritime and complex land-attack operational profiles. While the standard commercial export variant boasts a publicized operational range of approximately 290 km, industry sources indicate that Singapore’s non-export domestic configuration features an extended striking range reaching up to 320 km. The subsonic weapon utilizes an ultra-low sea-skimming flight profile during its cruise phase to significantly complicate enemy early warning detection, tracking, and defensive interception efforts.
Engineered to excel within congested littoral environments, the Blue Spear features an advanced active radar-homing seeker paired with a highly accurate INS-based navigation package designed to remain fully resilient against intense electronic warfare and adversarial countermeasures. The missile system incorporates a robust two-way datalink that enables dynamic in-flight course corrections and real-time retargeting via a “fire-and-update” protocol, alongside a specialized terrain-following capability for precise land-attack missions that functions entirely independent of satellite navigation infrastructure. ST Engineering plays a critical role in the missile’s co-development and domestic manufacturing chain, managing the design and production of key subsystems including the solid-fuel booster motor and the high-explosive warhead. Beyond the current modernization of the six Formidable-class frigates, the Blue Spear has also been selected as the primary strike armament for the RSN’s upcoming Victory-class Multi-Role Combat Vessels (MRCVs), cementing its role as the backbone of Singapore’s future naval strike capability.
