Italian defense contractor Leonardo and its local partner PT ESystem Solutions have signed a Letter of Intent with the Indonesian Ministry of Defence to support the procurement of AW149 medium multirole helicopters for the Indonesian Navy. Announced on July 21 during the Farnborough International Airshow 2026, the agreement outlines plans to supply and support the rotorcraft fleet while establishing localized maintenance, repair, and overhaul capabilities, technical assistance, final completion, and operational training in Indonesia. The prospective contract aims to fulfill the Indonesian Navy’s evolving land-based and carrier-embarked operational requirements, specifically targeting search and rescue, disaster relief, tactical transport, and maritime security roles under Jakarta’s ongoing defense modernization initiative.
The strategic framework for the AW149 procurement aligns directly with Indonesia’s broader ambition to establish an organic carrier-borne aviation capability. Jakarta has been actively evaluating the acquisition of the decommissioned Italian Navy aircraft carrier Giuseppe Garibaldi, following a conversion proposal submitted by Fincantieri in July 2025 to reconfigure the vessel into a dedicated helicopter and unmanned aerial vehicle assault platform. To facilitate these acquisition efforts, the Indonesian government approved foreign loan funding packages in late August 2025 comprising 450 million US dollars for the carrier hull and associated mission equipment, alongside dedicated allocations of 250 million US dollars for transport helicopters and 300 million US dollars for utility helicopters designed to form the vessel’s primary embarkable air wing.
This latest agreement reinforces the growing industrial partnership between Leonardo and PT ESystem Solutions, building upon their existing collaboration under the Indonesian Air Force’s M-346 F Block 20 light combat aircraft program. By embedding localized completion and maintenance infrastructure within domestic facilities, the project advances Indonesia’s statutory mandate to enhance national defense industrial self-reliance through offsets and technology transfer. Leonardo’s expanding footprint in the Southeast Asian defense market reflects sustained institutional confidence from the Indonesian Ministry of Defence, further establishing the Italian manufacturer as a key strategic supplier across Indonesia’s air combat, maritime security, and tactical airlift sectors.
