ATSC Awarded Contract for Egypt Mobile Surveillance Sensor Security System (MS3) Phase II

Advanced Technologies System Co. Inc., McLean, Virginia, has been awarded a $93,841,747 firm-fixed-price contract for the Mobile Surveillance Sensor Security System (MS3) Phase II. Work is expected to be completed by February 1, 2027. This contract involves 100 percent Foreign Military Sales (FMS) to Egypt. This award is the result of a directed source acquisition. FMS funds in the amount of $74,821,496 are being obligated at the time of award. U.S. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

The U.S. State Department had approved the sale in July 2015. This contract provides for fixed-site surveillance towers, an agile truck based Mobile Border Surveillance Vehicle, a Mobile Border Surveillance System Model 1300, a Mobile Field Workshop to perform on-site maintenance, and contractor logistics support. The Mobile Border Surveillance System is an integrated asset that includes on a single trailer a shelter hosting operator’s workstations, a hybrid power generation system that includes solar panels and a generator to recharge batteries, which provide stable power to the sensors that are installed on top of the 33 meters high mast.

The Defense Security Cooperation Agency (DSCA) said back then that the system will provide Egypt with advanced capabilities intended to bolster its border surveillance capabilities along its border with Libya and elsewhere. It added that that this procurement was intended for Egyptian Border Guard Forces, which lacked any remote detection capability along unpatrolled areas of Egypt’s borders. This system will also provide an early warning capability to allow for faster response times to mitigate threats to the border guards and the civilian population.
