SOBR (Spetsial’niy Otryad Bystrogo Reagirovaniya) literally “Quick Reaction Special Unit “) is a spetsnaz unit of the Russian Federation. Russia’s SOBR units were first formed on 10 February 1992 within the Directorate for Combating Organized Crime under the MVD. On 16 September 2002, SOBR was in the process of being dissolved and SOBR units were reclassified as OMSN and subordinated to the regional criminal police offices. The units got back their historic name, “SOBR”, as a part of the Ministry of the Interior reform late in 2011. On 5 April 2016, SOBR became part of the newly established National Guard of Russia following years of subordination to the Interior Ministry of Russia.
