Loc Performance Awarded $70 Million Army Contract to Support Bradley Fighting Vehicle

LOC Performance, Plymouth, Michigan, was awarded a $73,265,840 firm-fixed-price contract for engineering change proposal kits in support of the Bradley Fighting Vehicle. Bids were solicited via the internet with one bid received. Work will be performed in Plymouth, Michigan, with an estimated completion date of March 20, 2024. Fiscal 2022 procurement of weapons and tracked combat vehicles, Army funds in the amount of $73,265,840 were obligated at the time of the award. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity. The U.S. Army is driving hundreds of millions of dollars out of the system for upgrades like this through competition.

Loc Performance was awarded a $161 million defense contract to restore lost mobility to the Bradley Fighting Vehicle in 2014. The contract included the installation of Track Kits, Shock Absorber Kits, Vehicle Suspension Support System Kits and Heavy Weight Torsion Bar Kits. Loc’s responsibilities also included logistics support including vehicle inspections, new equipment training and a 10 kilometer road test for each upgraded vehicle. As a result of Loc receiving the contract, the Army saved taxpayers millions of dollars and demonstrated a new model for cost-effective procurement.

The Bradley Fighting Vehicle (BFV) is a tracked fighting vehicle platform of the US Army manufactured by BAE Systems, formerly United Defense. The Bradley is designed to transport infantry or scouts with armor protection, while providing covering fire to suppress enemy troops and armored vehicles. In June 2013, the Army conducted an underbody blast test of an M2A2 Operation Desert Storm Bradley modified in the squad area to represent an M2A3 Infantry Fighting Vehicle with Engineering Change Proposal 1 (ECP1) components. The vehicle also included proposed modifications to the underbody add-on armor, squad area’s floor, and ammunition stowage plan.
