The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) in support
of the Saudi Arabian Ministry of National Guard (MNG) is seeking additional information from
interested contractors who could provide Aviation Training and Support Services (ATSS) for
rotary wing aircraft. The OPM-SANG is soliciting industry information, feedback, concerns,
suggestions, and comments regarding the attached Draft Performance Work Statement (PWS)
and Performance Requirements Summary (PRS).

This effort is an integral part of the modernization process which covers all elements, missions,
and functions of the MNG as well as those requirements needed to support the activities of the
OPM-SANG. The OPM-SANG will implement this Foreign Military Sales (FMS) program using procurement and contract management procedures in accordance with Federal Acquisition Regulations (FAR), Department of Defense Acquisition FAR Supplement (DFARS) Army FAR Supplement (AFARS). The program provides for all Kingdom of Saudi Arabia (KSA) ATSS for rotary wing operations.

The Saudi Arabian National Guard or SANG (al-Ḥaras al-Waá¹­anÄ«’), also known as the “White Army”, is one of the three major branches of the military forces of the Kingdom of Saudi Arabia. The national guard is under the administrative control of the Ministry of the National Guard, instead of the Ministry of Defence. It differs from the regular Saudi army in being forged out of tribal elements loyal to the House of Saud and tasked with protecting the royal family from internal dangers such as a coup d’état.

In September 2014, 24 Boeing AH-6i Little Bird helicopters were ordered from Boeing with deliveries to begin in 2016. The AH-6is destined to serve the Saudi Arabia National Guard (SANG), is a series of light helicopter gunships based on the MH-6 Little Bird and MD 500 family. The helicpters can be fitted with a combination of Hellfire missile and rocket launchers, miniguns and machine guns. The aircraft’s also integrated, digital cockpit and mission computer were derived from the AH-64 Apache attack helicopter.
