Northrop Grumman Systems Corp., Rolling Meadows, Illinois, was awarded a $959,104,178 firm-fixed-price contract for production of Common Infrared Countermeasures (CIRCM). The technology will primarily provide defense against shoulder-fired, heat-seeking missiles, or MANPADS.Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of April 29, 2026. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.
CIRCM, the Common Infrared Countermeasures program, is a United States Army initiative intended to develop a lightweight, low-cost and modular laser-based infrared protection system for U.S. helicopters and light fixed-wing aircraft. The program is being developed to replace older suites such as the Advanced Threat Infrared Countermeasures (ATIRCM). The CIRCM system will be designed to meet Tri-Service “common” Army, Navy, and Air Force requirements. The Army took delivery of its first CIRCM systems from Northrop Grumman in 2016.
The U.S. Army has declared the Northrop Grumman Corporation Common Infrared Countermeasure (CIRCM) system operationally suitable, effective and ready for full-rate production following a successful six-month initial operational test and evaluation activity. CIRCM’s dual-jammer configuration helps to protect aircrews while providing the highest level of aircraft survivability. In addition to baseline performance, the system’s next-generation open architecture design will enable rapid and timely capability enhancements to keep pace with changing mission needs.
