The State Department has made a determination approving a possible Foreign Military Sale to the Government of Lithuania of six (6) UH-60M Black Hawk helicopters and related equipment for an estimated cost of $380 million. The Lithuanian Defence Ministry has decided to acquire new US-made UH-60M Black Hawk utility helicopters to replace the soviet-made Mi-8 helicopter fleet. The Government of Lithuania has requested to buy six (6) UH-60M Black Hawk helicopters in standard U.S. Government configuration with designated unique equipment and Government Furnished Equipment (GFE) with
— fourteen (14) T700-GE-701D engines (12 installed and 2 spares);
— eight (8) AN/AAR-57 Common Missile Warning System (CMWS) (6 production and 2 spares);
— twelve (12) M240H machine guns.

Also included are fifteen (15) EAGLE +429 Embedded Global Positioning/Inertial Navigation (EGI) System ; eight (8) AN/APX-123A Identification Friend or Foe (IFF) transponder ; fifteen (15) AN/ARC-201D; fifteen (15) AN/ARC-231 radios ; eight (8) AN/ARC-220 radios; two (2) VRC-100 HF Radio Ground Stations; eight (8) AN/AVR-2B Laser Warning Receiver ; twelve (12) Common Missile Warning System (CMWS) User Data Module (UDM); eight (8) TALON Forward Looking Infrared Radar (TALON FLIR) ; eight (8) EBC-406 Emergency Locator Transmitter (6 production and 2 spares); thirty (30) AN/AVS-6 Military Grade Night Vision Goggles; fifteen (15) AN/AVS-7 Improved Heads Up Display (IHUD) (Day); fifteen (15) AN/AVS-7 Improved Heads Up Display (IHUD (Night); five hundred (500) 1305-A965, CTG, 25.4mm, decoy M839; eight hundred (800) flare, spare and repair parts.

UH-60M Black Hawk entered low-rate initial production (LRIP) in April 2005. The first of 22 new UH-60Ms was delivered in July 2006. Initial operational evaluation (OPEVAL) was successful and a decision on full-rate production of 1,227 helicopters was authorised in December 2007 with the award of a five-year contract. More than 950 aircraft are scheduled to be delivered by 2025. The fly-by-wire glass cockpit has a digitised 1553 bus-based avionics suite with four Rockwell Collins multi-function displays, four-axis fully-coupled autopilot, two Canadian Marconi (CMC) electronic flight management systems, dual Honeywell embedded GPS inertial (EGI) navigation system, digital moving map and Goodrich integrated vehicle health management system (IHVMS).The new General Electric T700-GE-701D engine (with full authority digital electronic control) is more powerful and provides additional lift during sling load operations.

UH-60 Black Hawk is a multi-mission helicopter developed by Sikorsky that has been operational in the US Army since 1978. The export version of the UH-60 Black Hawk is designated as S-70A. More than 2,000 UH-60 Black Hawk helicopter variants are in service with the US, and more than 600 have been exported. The Black Hawk helicopters are manufactured at the Sikorsky Aircraft Corporation production facilities based in Stratford, Connecticut, USA. Licensed production of Black Hawk helicopters is also carried out in Japan and the Republic of Korea. The primary mission of the Black Hawk helicopter is as a troop carrier and logistical support aircraft, but the helicopter can also be configured to carry out medical evacuation, command-and-control, search-and-rescue, armed escort, electronic warfare and executive transport missions.
