The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, hereby provides notice of its intent to award a sole source contract under the authority of FAR 6.302-1 to General Dynamics Ordnance and Tactical Systems (GD-OTS) in St. Petersburg, FL. Only GD-OTS satisfy the U.S. Government’s requirements to provide the GMV 1.1 vehicle under the authority of FAR Part 6.302-1.
USSOCOM GMV 1.1 is based on the Flyer 72 vehicle developed by General Dynamics Ordnance and Tactical Systems (GD-OTS), in partnership with Flyer Defense LLC. The new vehicle replaces USSOCOM’s first generation, Humvee-based GMVs units. USSOCOM is the Unified Combatant Command which oversees all Special Operations Component Commands of the U.S. Army, Navy, Air Force and Marine Corps. USSOCOM awarded GDLS Flyer® Defense a contract worth $562 million USD to purchase up to 1,300 M1288 GMV 1.1s from 2014 to 2020 to complement the USSOCOM-modified M1165 High Mobility Multipurpose Vehicles (HMMWVs) Ground Mobility Vehicles in SOCOM inventory.
The GDLS Flyers come in two variants, the Flyer® 60 and Flyer® 72. Both are air-transportable with the Flyer 60 version being sixty inches wide to fit inside the confines of the United States Air Force’s Special Operations Command’s (AFSOC) CV-22 “Osprey” tiltrotor special operations craft. The Flyer 72 is seventy-two inches wide and could be internally transported inside the U.S. Army’s CH-47 or Special Operations Command’s MH-47G “Chinook” helicopters flown by the U.S. Army’s elite Task Force 160th “Night Stalkers”Aviation Regiment, or internally transported aboard U.S. Air Force or AFSOC C-130 “Hercules.”
Flyer 72’s modular approach provides the warfighter with a rapid mission reconfiguration capability. The Flyer 72 can quickly be configured and reconfigured to perform multiple missions such as light strike assault, rescue and evacuation, command and control, and reconnaissance. The new Flyer 72 Tactical Utility Vehicle (TUV) provides further platform versatility with modular kits, including Open Cargo Bed, Mortar Weapon and Munitions Carrier, 12-Crew Assault Kit, Tactical CASEVAC/Ambulance Kit, +1 Gunner Main Weapons Stations Kit, Shelter Carrier Kit, and K-9 Carrier Kit.
